On the 15 th July 2002, Harrogate Borough Council, as agents for the North Yorkshire County Council, took over the enforcement of parking, loading and waiting restrictions in the District from the North Yorkshire Police.

Harrogate Borough Council operates Civil Parking Enforcement as part of the Traffic Management Act (2004), which is aimed at keeping traffic moving.  It includes higher penalty charges for more serious contraventions, such as parking on double yellow lines, and lower charges for other contraventions, such as displaying an expired pay and display ticket.  This means that most non-endorsable parking offences become 'decriminalised'.

North Yorkshire Police  retain responsibility for more serious endorsable offences like parking on the approach to pedestrian crossings, causing obstructions and for all moving traffic offences.
