Drains are underground pipes, which carry waste and surface water from one house. A drain that goes beyond the boundary of a property becomes a lateral drain. When one drain meets another, it becomes a sewer. These are generally not gullies or grids that can be seen on the road.

How do I know my drain is blocked?
If your drain is blocked you will usually know because your waste will stop going away when you flush the toilet, or the gullies in your garden will overflow. If your neighbours are also affected then it is likely that the problem is in a sewer.
Report a blocked drain or sewer
Drains are normally the responsibility of the property owner. Check to see if you are covered by any insurance schemes you may have or contact your landlord if you live in rented accommodation.
Lateral Drains or Sewers in the Harrogate District are normally the responsibility of Yorkshire Water and you should report any problems to them by telephoning 0845 124 24 29.
Road Gullies in the Harrogate District are generally the responsibility of North Yorkshire County Council. You should report any problems to them online North Yorkshire County Council or telephone 0845 872 73 74.
If the problem relates to a drainage issue on a neighbouring property that is not being dealt with, officers of the Council may be able to investigate and refer the matter to the appropriate agency or take enforcement action where appropriate. For help and advice, please contact us.
