Frank Lowrey was the only son of John William and Hannah Maria Lowrey of Nydd Vale Terrace, Harrogate. He was eductated at Harrogate Grammar School and worked as a clerk in the Borough Treasurer's Dept. He joined the RAF in 1940, about a year before he was killed.

He served as a wireless operator/air gunner.

He is also commemorated on the Harrogate Grammar School memorial.
