William was the eldest son of William and Viola Frank of Knapton, near Scarborough, and was married to Kathleen (nee Coney). They lived at 17 Whincup Avenue, Knaresborough.
Up to joining the RAF in 1940, he was employed in the Electricity Department as a Showroom Manager at Knaresborough and he had worked for the Harrogate Corporation since he was 15.
He was killed, aged 30, after almost two years service, and was buried in the Commonwealth War Graves Cemetery, Stonefall Cemetery, Harrogate, at 2.30pm on 27th August 1942.
William is also commemorated on the Knaresborough Memorial, the Harrogate Grammar School memorial and the Hunsingore memorial.
