Councillor (Member) Learning and Development

We provide quality learning and development opportunities for our council members. This helps them in their work for the communities they represent.
 
Helping council members to develop
A councillor’s workload includes a varied range of roles and responsibilities  (pdf 65 KB).  These help to highlight their general learning and development needs.
 
Each councillor’s individual needs can be identified from the members’ personal development questionnaire  which outlines the wide range of training events and courses that are available.
 
How we deliver learning and development
Harrogate Borough Council has 54 elected members.  The majority have significant daytime commitments and early evening meetings are the best time to conduct council business.  Most of our learning events, therefore, are held at those times, although induction sessions and tours for newly elected members are usually held during the day. 
 
We currently use a mix of in-house events and external facilitators to deliver training events and also provide the opportunity for online personal training. 
 
Improvement and Involvement group  
The Improvement and Involvement Member Steering Group, which reports to Cabinet, works on a range of issues affecting learning and development.  Any councillors can raise items for consideration at these meetings through their own political group.  The Steering Group also looks at improving council meetings and the council constitution generally.
