Residents invited to attend planning appeal against council refusal of 200 homes at Penny Pot H'gate

REMINDER TO RESIDENTS ABOUT APPEAL AGAINST COUNCIL REFUSAL FOR 200 NEW HOMES AT PENNY POT, HARROGATE
Harrogate Borough Council has taken steps to publicly voice its concerns over a planning appeal being heard into its refusal of a residential development at Penny Pot Lane, Harrogate and is now reminding residents that they may attend the public inquiry being held between 23 and 26 June 2009.
The council considers that the appeal documentation is so different to the original application, which it refused for 200 new homes, that it should be considered afresh rather than be decided on appeal.
However, the applicants Hallam Land Management and Woodard Schools (Northern Division) have declined to withdraw their appeal and the Government's Planning Inspector is insisting that it goes ahead.
Councillor Don Mackenzie, Cabinet Member for Planning and Transport, said:
"It is very important that we win this appeal.
We have made a commitment to residents in Harrogate that we will use greenfield land only when there is no suitable brownfield alternative.
We have enough previously developed land in Harrogate to meet at least five years' worth of housing in accordance with central government requirements.
There is no need to use open countryside now, and this council is determined to fight this appeal, and win it".
The council will be defending its position at the planning inquiry being held from
23 June 2009 at Henshaws College on Bogs Lane, Starbeck starting at 10.00 am.
The
inquiry, which is scheduled to run until 26 June, will be heard by the Government's Planning Inspector J C Gregory.

The council refused planning permission last June for an outline application for a residential development of up to 200 dwellings.
The application included an access to Penny Pot Lane, provision of open space and landscaping, services and associated works.
Following the council's refusal of the application, significant changes have been made by Hallam Land to the proposed development.
It now comprises residential development for the provision of up to 222 dwellings, on site sewage treatment works, open space, allotments, landscaping, storm water pond, land reserved for the construction of a primary school, a shop and details of internal access arrangements.
It also includes the provision of off site highway facilities for pedestrians, cyclists and bus services, including street lighting.
The application number is 08/01600/OUTMAJ.
