Leaseholders
If you have bought your flat direct from Harrogate Borough Council through the Right to Buy Scheme or have bought the flat direct from the previous owner, who was a leaseholder, you are now a leaseholder.
This means that you own the property and Harrogate Borough Council owns the freehold.
