Between 9 September and 4 November 2011 the Council consulted on preferred site options for development in Harrogate, Knaresborough and Ripon as part of the Urban Areas Consultation.
In 2010 we sought views on preferred site options for housing and employment in the rural areas of the District. You can read a summary of the responses received during this consultation on the Rural Areas Consultation page.

Current Policy

In February 2009, the Council adopted the Harrogate District Core Strategy. Chapter 3 of the Core Strategy (276KB) contains policies SG1 - SG5 which provide the broad policy direction up to 2023 for housing distribution and growth: |
| Core Strategy Policy SG1 |
(Settlement Growth: Broad Distribution) sets out that for the period up to 2023 the housing requirement will be broadly distributed across the main towns and villages throughout the District. The proportions identified in the policy take into account housing need across the District. The policy also includes a target for the amount of new homes to be built on previously developed land and buildings. |
| Core Strategy Policy SG2 |
(Settlement Growth: Hierarchy & Limits) replaces policies H6 and GB5 of the Local Plan and identifies a range of settlements which will be the focus of growth in the District, the level of growth being dependent upon the access of the settlement to jobs, shops and services. |
| Core Strategy Policy SG3 |
(Settlement Growth: Conservation of the Countryside, including Green Belt) seeks to protect the countryside from inappropriate development. To enable rural communities and the rural economy to remain sustainable, the policy sets out a number forms of development that will be permitted. |
| Core Strategy Policy SG4 |
(Settlement Growth: Design & Impact) establishes criteria against which all new development proposals will be assessed to reflect the importance of design and the need to minimise the environmental impact of development. |
| Core Strategy Policy SG5 |
(Settlement Growth: Managed release of Housing Land) sets out the details of the phasing of the release of housing land and the circumstances when a review of the timing and release of site allocations should take place to ensure a continuous supply of housing land. |
Emerging Policy
The Council is now preparing the Sites & Policies DPD which, together with the Core Strategy, will replace the Local Plan. The Sites & Policies DPD is scheduled for adoption in 2013 and will contain detailed policies to help the delivery of Policy SG1, SG2, SG3 and SG4 of the Core Strategy. At this stage we are looking to include the following policies and proposals:

Evidence Base:
Policies and allocations in the Sites & Policies DPD must take account of, but not duplicate, national and regional planning policy. All policies and allocations must be justified by local circumstances and evidence. The main evidence base for Settlement Growth is:
