Homes For Local People

LATEST NEWS AND VIEWS

An updated Strategic Housing Market Assessment (SHMA)(2.4MB) along with the SHMA Appendix (1.1MB) is now available.  This provides information on the level of housing need and market demand.

The Urban Areas Consultation took place between 9 September and 4 November 2011. The Council sought views on draft planning policies for managing development including homes for local people. A draft Homes for Local People SPD (0.4Mb) aslo formed part of the consultation.

We are in the process of discussing how the planning system can bring forward the much needed homes for local people.  The following links provide the latest information on the discussions taking place:

Current Policy

Saved Policy H5, found in Chapter 9 of the Harrogate District Local Plan (282KB) sets out current planning policy in respect of the provision of affordable housing.

In February 2009 the Council adopted the Harrogate District Core Strategy. Chapter 4 of the Core Strategy (287KB) includes policies on Rural Exception Sites (100% affordable housing) and new build associated with rural conversion schemes.

Further guidance is provided in Affordable Housing Planning Guidance for Developers & Planners (1.8Mb).

Emerging Policy

The Council is now preparing the Sites & Policies DPD which, together with the Core Strategy, will replace the Local Plan.  The Sites & Policies DPD is scheduled for adoption in 2013 and will contain detailed policies to manage development.  At this stage we are looking to include the following policies:

Policy HLP6: Allocations of land for 100% affordable housing Policy HLP7: Affordable Housing (this will replace Saved Policy H5 mentioned above).

Find out more from: 'Plan the future with us' (1Mb) and  a summary of consultation responses to it (100KB).

Evidence Base:

Policies and allocations in the Sites & Policies DPD must take account of, but not duplicate, national and regional planning policy.  All policies and allocations must be justified by local circumstances and evidence.  A number of key pieces of evidence support emerging policies on affordable housing:

On 28 October 2010 the Council ran a landowners workshop to discuss the emerging Rural Exception Sites policy. You can view the note produced following this workshop here Rural Exception Sites: A New Approach to Delivery (21KB).

As evidence base documents become available they will be published in the Current and Emerging Evidence Base page.
