Between 9 September and 4 November 2011 the Council consulted on draft district-wide planning policies to manage development in the Harrogate District and also on employment allocations in the urban areas. You can find out more about this consultation on the Urban Areas Consultation page.

Current Policy

Chapters 10, 11, 13 and 15 of the Harrogate District Local Plan set out current planning policy regarding employment, shopping, tourism and implementation.  In February 2009, the Council adopted the Harrogate District Core Strategy.  Chapter 5 of the Core Strategy (167KB) contains policies JB1, JB2, JB3 and JB4 which provide the broad policy direction up to 2023 for jobs and business:

Core Strategy Policy JB1 (Supporting the Harrogate District Economy) identifies the ways in which the economic role of Harrogate District can be maintained and enhanced and how innovation and enterprise can be supported.
Core Strategy Policy JB2 (Conference and Business Tourism) sets out the Council's approach to supporting the conference and business tourism industry in Harrogate.
Core Strategy Policy JB3 (Land for Jobs and Business) states that a good range and mix of employment sites will be maintained and enhanced and provision will be made for some 45 hectares of employment land.  The policy also sets out how this will be achieved.
Core Strategy Policy JB4 (Retail & Town centre Development) sets out the Council's approach to the protection of the District's retail and town centres.

Emerging Policy

The Council is now preparing the Sites & Policies DPD which, together with the Core Strategy, will replace the Local Plan.  The Sites & Policies DPD is scheduled for adoption in 2013 and will contain detailed policies to help the delivery of Policy JB1, JB2, JB3 and JB4 of the Core Strategy.  At this stage we are looking to include the following policies and proposals:

Policy JB5: Sites for new jobs. Policy JB8: Protection of Tourist Facilities.
Policy JB6: Protection and enhancement of existing employment areas. Policy JB9: Sustainable Rural Tourism.
Policy JB7: Town and District centres.

Policies and allocations in the Sites & Policies DPD must take account of, but not duplicate, national and regional planning policy.  All policies and allocations must be justified by local circumstances and evidence.  The evidence base to support jobs and business comprises:
