LATEST NEWS AND VIEWS
Between 9 September and 4 November 2011 the Council consulted on draft district-wide planning policies to manage development in Harrogate District as part of the Urban Areas Consultation. In preparing the travel policies we have been working closely with the Council's Department of Community Services regarding air quality and also with North Yorkshire County Council as the Highway Authority.
In addition to the work being undertaken on the Sites and Policies DPD the County Council is developing a Service Centre Transportation Strategy (SCTS) that focuses on the needs of Harrogate, Knaresborough and the surrounding communities. The County Council has also submitted a bid to the Governments Sustainable Transport Fund for a package of measures to encourage sustainable commuter and visitor transport. Other News
One of the sustainable transport measures which both Harrogate Borough Council and the County Council have been encouraging for some time is improved cycle links in Harrogate and Knaresborough. Work is currently being undertaken with the Harrogate Cycle Improvements Group to update the Harrogate and Knaresborough Cycling Implementation Plan (4.5Mb).

Emerging Policy
The Council is now preparing the Sites & Policies DPD which, together with the Core Strategy, will replace the Local Plan. The Sites & Policies DPD is scheduled for adoption in 2013 and will contain detailed policies to manage development. At this stage we are looking to include the following development control policies to help the delivery of Policies TRA1, TRA2 and TRA3 of the Core Strategy:

Evidence Base:
Policies and allocations in the Sites & Policies DPD must take account of, but not duplicate, national and regional planning policy. All policies and allocations must be justified by local circumstances and evidence. There are three main elements of the evidence base where Harrogate Borough Council discuss or work in partnership with NYCC (as the Highway Authority). These are:
- the Local Transport Plan (LTP3);
- development of a new Harrogate and Knaresborough Traffic Model which is being used to test development options; and
- preparation of a Project Inception Report for a possible rail halt at Manse Farm, Knaresborough, and improvements to the Harrogate rail line.
