Between 9 September and 4 November 2011 the Council consulted on draft district-wide planning policies to manage development in the Harrogate District. The Council also asked for views on two evidence base documents exploring the need and opportunity to deliver new sports, open space, recreation and village hall facilities in the District. Current Policy

Chapters 7, 14 and 15 of the Harrogate District Local Plan set out current planning policy for recreation, community and implementation.
In February 2009 the Council adopted the Harrogate District Core Strategy. Chapter 8 of the Core Strategy (150KB) includes policies C1 and C2 regarding communities: |
| Core Strategy Policy C1 |
(Inclusive Communities) identifies specific community needs that will be considered when assessing development proposals. Wherever possible, new development is expected to contribute towards improving public safety, reducing social inequalities and protecting community facilities and services. Policy C1 expects developers to meet the community and infrastructure needs generated by their development. |
| Core Strategy Policy C2 |
(Gypsies & Travellers) sets out the Council's approach to the provision of additional gypsy and traveller sites. The policy prioritises the extension of existing sites over the creation of new ones and includes criteria against which proposals for additional sites will be considered. |
Emerging Policy
The Council is now preparing the Sites & Policies DPD which, together with the Core Strategy, will replace the Local Plan. The Sites & Policies DPD is scheduled for adoption 2013 and will contain detailed policies to help deliver Core Strategy policies C1 and C2. The Council is proposing to include the following development control policies in the Communities Chapter of the DPD:

Evidence Base:
Policies and allocations in the Sites & Policies DPD must take account of, but not duplicate, national and regional planning policy. All policies and allocations must be justified by local circumstances and evidence. The Planning Policy Team are currently working on three main documents regarding communities. They are:
- Sport, Open Space, Recreation and Village Halls Study: Sept
- Infrastructure Delivery Plan (work in progress).
