Between 9 September and 4 November 2011 the Council is undertook the Urban Areas Consultation on preferred site options for development in Harrogate, Knaresborough and Ripon.

In 2010 the Council sought views on preferred site options for housing and employment in the rural areas of the District. A summary of the responses received can be viewed on the Rural Areas Consultation page.

The Council is now preparing the Sites & Policies DPD which, together with the Core Strategy, will replace the Local Plan.  The Sites & Policies DPD is scheduled for adoption in 2013 and will contain detailed policies to help delivery of the Core Strategy.  The following policies will make site allocations:

Evidence Base:

Policies and allocations in the Sites & Policies DPD must take account of, but not duplicate, national and regional planning policy.  All policies and allocations must be justified by local circumstances and evidence.  There are three main evidence base documents that the team are working on regarding the environment:

Allocations within the Sites & Policies DPD will be justified with reference to various evidence base reports.  These will include:

• Strategic Housing Land Availability Assessment (SHLAA) First Review  - prepared in accordance with DCLG Practice Guidance, the SHLAA First review was approved in December 2009 and is reviewed annually.  It identifies potential sites for housing, assesses their potential and when they are likely to be developed; and
• the Employment Land Review pub. 2006 (1.1MB).
