Applying for a Rail Pass
Please print and complete the relevant
application form

together with:
- a recent passport size photograph (please
print your name, address and date of birth on the back)
- proof that you live at the stated address
(example: a photocopy of a recent Council Tax bill,
driving licence, tenancy/mortgage agreement, medical card or
current letter from any government organisation. Bank
statements and utility bills are not accepted.)
- proof of your age (example: a good
photocopy of your birth certificate or pension
entitlement or medical card)
- if you are disabled you must also enclose
a photocopy of your Disability Living Allowance letter
or other documentary medical evidence. If you
applying on the grounds of disability you may be asked to provide
additional evidence that you qualify for a travel concession.
- if you are applying for a companion to be
included, you must enclose proof that you are Registered Blind or
Partially Sighted or in receipt of Higher Rate Care or Higher Rate
Mobility Component of Disability Living Allowance or Higher Rate
Attendance Allowance.
The photograph and all supporting documentation will be
returned to you with your rail pass.

If you currently hold a bus pass and would
prefer the option of a rail pass, please return your bus pass with
the application form. You DO NOT need to provide a photograph
or proof of age. Proof of address will be required in
the form of the documents listed above.
If you have previously received travel
tokens, you need to provide a photograph, but DO NOT need to
provide proof of age. Proof of address will
be required in the form of the documents listed
above.

Access is via the pedestrian walkway as you leave the top
floor of Victoria Shopping Centre or from Level 10 of the car
park. Follow the signs to Concessionary Fares
Reception.

You should bring the following documents with you and you will
be issued with a pass:
- proof that you live at the stated address

You do not need to bring a photo as you will be photographed
as part of the pass production process.
Conditions of Use
- You must show the pass when you pay
your fare. Your photograph and the expiry date
will be checked and you will be given the fare
reduction.
- The pass is not transferable and may
only be used by the person named on it.
- Your pass is valid for one year and
shows an expiry date (month and year). You will
be contacted when your pass is approaching expiry.
- Your pass is valid on the Leeds
Harrogate York line only, and can be used when boarding at any
station within the Harrogate
district.
- These are: Weeton, Pannal, Hornbeam Park,
Harrogate, Starbeck, Knaresborough, Cattal and Hammerton.
- Your pass entitles you to travel
within the district or to other destinations (ie: Leeds, Burley
Park, Headingley, Horsforth, Poppleton or York) providing that the
journey commences in the Harrogate District.
- Your pass is valid at all times
except between 6am and 9.30am, and 4pm and 6pm on weekdays. It is
valid at all times at weekends and on public holidays.
- The pass allows half fare travel on
standard and cheap day single/return fares.
- In accordance with
the National Conditions of Carriage, at staffed stations, you must
buy a valid ticket for your journey before boarding the train. This
is a legal requirement, which applies when the ticket office is
open. When boarding at unstaffed stations, you must buy your ticket
on the train.
- Possession of a rail pass does not
guarantee any person the right to a place on any particular train,
or the right to a seat on any such train.
- Rail passes are NOT valid on
taxi or bus services.
- Harrogate
Borough Council reserve the right to amend the terms of the travel
concession scheme and to withdraw, amend or replace any
pass.
- You are obliged to notify Harrogate
Borough Council of any change in circumstance that may affect your
eligibility to a rail pass. You must also contact us and notify any
change of address. If you move out of the Harrogate District you
must return your rail pass as you are no longer entitled to a
concession from Harrogate Borough Council.
