If you want to buy guests' permits for your visitors you must first have a guest authorisation card to do so.  You can obtain an authorisation card by completing an application form (see below).  Guest Permits cost 16 pence a day. You can also buy guest permits for occasional use on your own car.  This is useful if you work full-time and your car is not normally parked at your home between 9 am and 6pm. 

Guest permits are only valid within your residential zone and cannot be used in other areas.

When you apply you will need to give evidence that you (and each nominated person where applicable) normally lives at the address you have given.  You can do this either by ticking the 'electoral roll' option on the application form or by submitting your own proof (e.g. photocopy of drivers licence, vehicle registration document, pension book, medical card or other official document).  Letters, bank statements, bills etc. can be sent to forwarding addresses and therefore do not offer proof.  If you cannot obtain a photocopy you should take your original document and your application form to the Harrogate Borough Council office at Knapping Mount, West Grove Road and ask the receptionist to sign a form to the effect that they have seen the document verifying name and address.  Do not post the original documents.

If you are a proprietor of a guest house or hotel with up to 60 guest rooms you should apply for guest authorisation card to obtain Guests' Permits for issue to your casual guests.  We need information on the number of guest rooms and the number of cars which can be parked in your grounds.  It will be used to determine the number of Guest Permits you will be entitled to buy each year.  The price of Guests' Permits will be 16 pence each per day.

We ask you to accommodate as many of your guests' cars as possible in the hotel grounds.  We realise this is not possible for the smallest hotels and guest houses.  Hotels with over 60 guest rooms are expected to accommodate all their guests' cars within their grounds.  They cannot issue guests' permits.

When issuing permits to your guests we ask you to tell them that the permit is only valid within your zone (near the hotel or guest house).  We rely on you not to pass your Guests' Permits to persons other than your genuine guests.  If the allocation of Guests' Permits is used up, no further permits can be issued until the year has expired.

When applying you should send evidence of eligibility, such as business stationery showing the company/VAT registration number, linking you as proprietor to the business and to the address.
