Household Permits

There are many forms of housing in Harrogate and Knaresborough: houses, flats, rooms and shared houses (or shared flats).  As far as possible the address you put on the application form should show this.  If, for example, you have a flat or room number within a house, the number should be shown with the address.  We will then treat each separate house, flat or numbered room as a separate "household".  Separate applications should be made for each "household".

If you live in a shared house or flat which is known to the Council as a "House in Multiple Occupancy" (HIMO) you can apply for permits in your own name.  In all other cases you should nominate one person as the "Head of the Household" and they should apply for permits on behalf of everyone who lives there.

For each "Household" (house, flat or room) the head of the household can apply for a Household Permit at a cost of £15 per year or £25 for two years. 

The maximum number of annual permits which can be held by a household is set by the Council bearing in mind the total number of spaces available on-street and the number of households.  Depending on where they live, residents may be entitled to more than one permit per household.  In the central zone in Knaresborough, only one permit is available per household.
Guest Houses and Hotels

Permanent residents of guest houses and hotels should apply for a Household Permit.  Those who do not live on the premises should apply for a Business Permit.

Proof of Residency

When you apply you will need to give evidence that you (and each nominated person where applicable) normally lives at the address you have given.  You can do this either by ticking the 'electoral roll' option on the application form or by submitting your own proof (e.g. photocopy of drivers licence, vehicle registration document, pension book, medical card or other official document).  Letters, bank statements, bills etc. can be sent to forwarding addresses and therefore do not offer proof.  If you cannot obtain a photocopy you should take your original document and your application form to the Harrogate Borough Council office at Knapping Mount, West Grove Road and ask the receptionist to sign a form to the effect that they have seen the document verifying name and address.  Do not post the original documents.

Discounts

If you are aged 60 years or above, Registered Disabled or in receipt of Income Support  or Job Seekers Allowance, you can apply for a 50% discount on all permits.  You should submit photocopy evidence in support of your claim (e.g. pension book or birth certificate, disabled persons permit, order book for Income Support, Family Credit etc. or ES40 signing-on book).  If you cannot get photocopies you should bring your documents to the Harrogate Borough Council office at Knapping Mount, West Grove Road and ask the receptionist to sign a form showing they have seen it.   Do not post the original documents.
