On the 15th July 2002, Harrogate Borough Council, as agents for the North Yorkshire County Council, took over the enforcement of parking, loading and waiting restrictions in the District from the North Yorkshire Police. Whilst the transfer of enforcement responsibilities does not alter or change any of the current parking restrictions, the Council will ensure that these are obeyed. You may hear of the scheme being referred to as Decriminalised Parking Enforcement (DPE) or a Special Parking Area (SPA).

The changes are available under new powers available to Local Authorities under the Road Traffic Act 1991. This means that most non-endorsable parking offences become 'decriminalised'. North Yorkshire Police will retain responsibility for more serious endorsable offences like parking on the approach to pedestrian crossings, causing obstructions and for all moving traffic offences.
