Lighting - Street Lighting

PLEASE NOTE: Any dangerous damage should be reported on Emergency Number 08457 089190 (between 5.15pm and 08.30am Monday to Thursday, after 4.45pm Friday, weekends and public holidays)

Our Service

We provide the following street lighting service:-
  • Street lights on all roads, streets and footways in the urban areas of Harrogate and Knaresborough on behalf of North Yorkshire County Council.
  • Footpath and amenity lights in Ripon, Boroughbridge, Pateley Bridge, Masham and all the villages in the Harrogate District.

In total we are responsible for 11,500 street lamps.  Main road lighting in much of the District outside Harrogate and Knaresborough is directly maintained by North Yorkshire County Council.  Although there may be some confusion on the responsibilities when help is required with any aspect of street lighting, both Councils will provide information and/or pass on requests for assistance to the appropriate Council Street Lighting office.

Reporting Faulty Lights

Please use the form below to report a faulty street light in the areas noted above.

The information we require is: 
  • the town or village and street name
  • the light location (eg outside house no)
  • the column number if known (painted on the lamp column).
  • It is always helpful if you provide your name and telephone number - if there is any problem with quickly restoring the light we can let you know.

Emergencies

In case of an emergency should you witness a street lighting unit being knocked over, or indeed any other situation you feel requires immediate attention, do not hesitate to contact the Street Lighting office so that emergency attendance can be arranged.

In case of an emergency out of normal working hours the Council's emergency team can be contacted on 0845 7089190. 
An unlit street lamp is not treated as an emergency, but we will respond as quickly as possible during the normal working day.  

Repair Response Times

Our service standard is to ensure that all faults that can be repaired by our contractor are repaired within 5 working days of being reported.

Electricity for street lamps is supplied directly from the underground and overhead mains cables.  In some cases where we need to contact the Regional Electricity Company it is not always possible to carry out a quick repair as the Regional Electricity Company may require to carry out extensive works which have to be programmed in with other operations.  Naturally the Electricity Company will always try to give first priority to homes and businesses that may be cut off and so street lights sometimes have to be left for some time before power is restored.

Unfortunately we cannot patrol the whole of the district during the night time.  We rely on the public informing us of faulty street lamps.  Should you notice a light which is failing to operate please complete the above  form.

Our Service Targets

We aim to:
 
  • repair all faults reported within 5 working days
  • ensure that at any one time in the whole of the District 98% of all street lighting units are operational

Ongoing Maintenance

Street lamps require regular attention to ensure that they are working correctly and are in safe condition.
 
Our aims every 3 years are to :
  • inspect and clean all street lamps
  • replace all lamp bulbs
  • carry out an electrical and structural inspection
and every 4 years to:
  • paint all cast iron and tubular steel lamp columns

Energy Conservation

As a proportion of street lighting units approach the end of their useful life, there is an on-going programme to replace them with newer more energy efficient units.  A typical modern street lamp on a residential street is rated at 35 Watts - these low levels of energy use comply with the Council's policies on energy conservation.

Decorative Lighting

The Street Lighting office is also responsible for the decorative lights on the Stray in Harrogate and for much of the Christmas lighting within the District including Harrogate, Knaresborough, Ripon, Pateley Bridge and Masham.  In several of these towns local organisations also provide some of the Christmas lighting, but if there is any problem please telephone our office so that we can coordinate any response.
