Housing Health and Safety
Decent homes are an essential part of a sustainable community. A
home, and the environment around it, has a major impact on the
physical and mental health and well being of those that live
there.
Harrogate Borough Council and all Registered Social Landlords
(Housing Associations) are required by the government to ensure all
their housing meets the Decent Home Standard by the end of the year
2010.
To be defined as decent, a home must meet each of the
following criteria:
- it is above the current statutory minimum
standard for housing (current standard of property to be free from
category 1 hazards) using the new form of assessment Housing Health
and Safety Rating System
- it is in a reasonable state of repair
- it has reasonably modern facilities and
services
- it provides a reasonable degree of thermal
comfort
