Core Strategy Examination LATEST:

Information on all the current documents in the LDF is accessible from the links below: 

The Council has a statutory duty to produce the following documents as part of the Harrogate District LDF:

Local Development Scheme (LDS)

Statement of Community Involvement (SCI)

Annual Monitoring Report (AMR)

The following are Development Plan Documents (DPDs).  They are subject to an independent examination and an inspector's binding report:

Core Strategy DPD*

Housing & Employment Land Allocations DPD*

Community Sports Regeneration Area Action Plan  DPD*

  Development Control Policies DPD  

The following are Supplementary Planning Documents (SPDs). These expand upon (or provide more detail to) policies outlined in DPDs.  They are not subject to independent examination but community involvement is still required in their production:

Other documents:

Harrogate District Local Plan (as amended) - extension of 'saved' policies.  Initially, all the Local Plan policies were 'saved' for use for 3 years from the commencement of the Planning & Compulsory Purchase Act 2004.  To extend the use of some of the 'saved' policies beyond that 3 year period, the Council applied for a Direction under para 1(3) of Schedule 8 of the Act.  The Secretary of State has issued the Direction (122kb) which contains the list of 'saved' policies which will continue to be used (Those Local Plan policies not listed in the Direction can no longer be used after 27 September 2007).

The Council also has Development Control Guidance and Supplementary Planning Guidance which will continue to be used to help determine planning applications.


The SCI and DPDs are subject to independent examination and an Inspector's binding report.

*These documents are accompanied by a 'Sustainability Appraisal' to ensure that their policies and proposals contribute to sustainable development.

You can get more general information about LDFs from PPS12 on the DCLG's website.  Harrogate District LDF, along with the Regional Spatial Strategy (prepared by the Regional Assembly), will provide the statutory basis for the future development and conservation of the District.

The preparation, monitoring and review of the LDF is a continuous process.  The Council welcomes comments from the community and stakeholders on all reports and documents.  Please contact the Council on ldf@harrogate.gov.uk

There are also occasions when a statutory period of consultation (usually six weeks) takes place and during these there will be a specific deadline set for the receipt of comments. During consultation, in addition to availability of documents on this site, paper copies can be viewed at the Council Offices at: Knapping Mount and Crescent Gardens in Harrogate, Knaresborough House in Knaresborough, the Town Hall in Ripon and at all libraries throughout the District including the mobile library.
