CCTV

The Closed Circuit Television (CCTV) service provided by Harrogate Borough Council has been operating over seven years. The service operates 24 hours, 365 days a year using experienced and well trained staff.

The Council has surveillance cameras, which cover key areas, namely town centre areas and associated car parks in Harrogate, Knaresborough, Ripon, Boroughbridge and provides a monitoring service to Craven District Council at Skipton.

These cameras have dual roles; they are used as a traffic management tool and to also help create safer communities.

Deployable CCTV Cameras

You may have heard about, or read in the local papers reports about deployable CCTV cameras.

Earlier this year the Community Safety Partnership purchased three, portable, deployable CCTV cameras.

These are designed to be quickly and easily installed and used. The cameras are fixed to a special bracket which is in turn clamped to a street light. They do not require cables to transmit images to the CCTV control centre.

The camera control circuits are built into the box below the camera. There is also hard disk drive built in, which records what the camera sees. The data can be accessed and if needed downloaded via the mobile telephone network.

The cameras are intended to be used as evidence gathering tools. They will not be used for reactive policing. In other words they will not be constantly monitored and therefore, not get a Police response if any thing happens in its field of view.

They will be deployed as part of a multi agency problem solving approach. They will be used to monitor and record what may or may not be happening in an area. The cameras will be used as a reality check to confirm or disprove allegations of anti social behaviour and indeed any other forms of reported problems.

Code of Practice and Legislation

The CCTV service works to a strict Code of Practice which has been agreed by the police and other interested parties. This code provides a clear statement of the purpose of the scheme, gives guidance on operation and management of the system.

The Council also complies with statutory conditions of the Data Protection Act 1996 and the Regulation of Investigatory Powers Act 2000.
