Icon: Vehicles, Roads and Parking information The Borough Council, as agents of North Yorkshire County Council, are responsible for the safe and efficient management of vehicle and pedestrian movements in the urban areas of Harrogate and Knaresborough.  This function includes the introduction of controls which restrict on-street parking and regulate the movement of vehicles, the operation of traffic signals and systems and the maintenance of the highway infrastructure.  The Council are also responsible for Road Safety and the development of policies and measures aimed at reducing accidents on the highway network.


North Yorkshire County Council exercise all these functions directly in the remainder of the District and are responsible for overall transport policy in both the urban and rural areas.
