Regional Spatial Strategy

The current Regional Spatial Strategy (RSS) for this region is the Yorkshire and Humber Plan,  It was issued in May 2008, replacing the 2004 RSS, whch was based on the selective review of RPG12 which was issued in 2001. 

The RSS provides a broad development strategy for the region, setting out regional priorities including the scale and general location of development in relation to issues such as housing, the economy, transport, the environment, tourism and regeneration.  The RSS is prepared by the Yorkshire and Humber Regional Assembly and published by the Government.  It provides the strategic context within which the Local Development Framework (LDF) is prepared by Harrogate Borough Council.  In general, the LDF must be in conformity with the provisions of the RSS which is part of the development plan and an important consideration in the determination of planning applications.

The Yorkshire and Humber Assembly is currently undertaking a review of the Plan, entitled The Housing Challenge: Regional Spatial Strategy 2009 Update, to look at how the region can deal with the issue of housing growth to address its investment needs and strategic priorities.

The assembly is consluting on Spatial Options for the 2009 Update.  The consultation is open from 10 November 2008 to 30 January 2009.  The Spatial Options asks questions about the scale of housing development we should be planning for and where in the long term this housing might be accommodated.
