Contract Management and Performance Review

 
We are always looking to improve our own performance and expect contractors to do the same. As such we have established procedures for monitoring the performance of our contractors.
 
Contractors are monitored in a number of ways against certain criteria to ensure performance meets our ongoing and developing requirements. In addition to general performance against the conditions of the contract, we place great emphasis on health and safety issues, equality, sustainability and ethical considerations.
 
Many projects have a Project Team (including a Project Manager, Clerk of Works, Quantity Surveyor, Planning Supervisor) who regularly monitors progress and performance. They do this by carrying out site visits and holding Site Meetings. The Project Team determines how often site meetings take place, based on our previous working relationship (if any) with the Contractor and the size, cost and duration of the project, but these are usually no more often than once a month.
 

The purpose of the meetings is usually:

  • To determine progress and performance against the work programme
  • To identify the need for outstanding information
  • To resolve queries and disputes, and
  • To ascertain the need for variations and extensions to the contract period
On completion, there might be an Overall Review of the project, and for larger projects, an Outturn Report.
 

When reviewing performance we look to see whether:

  • The project was completed on time
  • The project was completed to the required standard
  • The project was carried out safely in accordance with statutory requirements
  • The project was completed within budget (as amended by variations)
  • The contractors were considerate of occupiers, adjacent properties and the public
  • Any disputes were resolved without immediate recourse to litigation
  • The performance of consultants was satisfactory

Would you like to be considered for future works?

Any new contractor wishing to be considered by the Council will need to satisfy us that they meet certain criteria. The following points are a guide as to how we might evaluate suitability:
  • Proven track record in similar value of works 
  • Validated references
  • Review of annual accounts
  • Range of company policies available and proof of implementation
  • Strong management structure
  • Good Health and Safety Record and registration with the Contractors Health and Safety Scheme (CHAS)
  • Preferably registered on Constructionline (essential for most Construction Services)
