The graves listed below are all ones which had their headstones laid down by Harrogate Borough Council following the Safety Inspection Audit in 2001/2002.

The list comprises all the 473 headstones, which were initially identified as being unsafe, some of which have since been re-instated.

In June 2006, letters were sent out to all of the registered grave owners to inform them of the options that Harrogate Borough Council were proposing in order to rectify the headstones.

The three options were as follows:

• Option 1 - Remove base and re-erect the headstone by part burying it.
• Option 2 - Fit and lay the headstone flush into the ground surface so that the Inscription can be read.
• Option 3 - Remove or bury in the grave space any dilapidated headstone or component parts.

Harrogate Borough Council gave the grave owners three months to reply to the letter, that being the length of notice required by the Local Authorities Cemeteries Order (LACO) 1977. If no reply had been received by the time the notice period expired each headstone was dealt with by employing the Option considered most appropriate by the Council.
