North Yorkshire County Council (NYCC), as Highway Authority, has overall responsibility for highway and traffic matters (except those to do with Motorways and Trunk Roads) in the whole of North Yorkshire County including Harrogate District.  However, Harrogate Borough Council acts as Agent for the County Council regarding highway/traffic matters in the closely linked urban areas of Harrogate and Knaresborough (map below), an area with a population of around 85,000.
 
Road closures and street disruptions within the Agency area are dealt with by Harrogate Borough Council and outside the Agency area by NYCC.  Details of  public disruptions for the whole of Harrogate District are available to view on the NYCC website.
