23 OCTOBER 2007: Harrogate Borough Council's
Cabinet Member for the Environment, Councillor Richard Cooper, has
acted quickly to allay residents concerns over the confusion about
possible powers contained in the Climate Change Bill which may
allow for the introduction of 'Pay as you Throw'
charges.
He has confirmed that Harrogate Borough Council will not be
introducing the Government's new bin tax. "We
have ambitious plans to increase the number of materials we can
recycle at the kerbside over the next few years so our approach is
to help people to recycle rather than tax them if they don't.
"The new tax is likely to encourage more fly tipping as people
attempt to avoid paying it. Such a move could
be severely detrimental for a beautiful district such as
ours."
