Parking Policy And Annual Report
This page sets out the policy regarding the provision,
regulation and enforcement of both on and off-street parking
controls throughout the District and presents the Parking Services
Annual Report.
Harrogate Borough Council own and operate a number of
off-street car parks throughout the District.
The Council are responsible for the enforcement of the parking
restrictions within these car parks and their maintenance.
North Yorkshire County Council are the Enforcement Authority
for on-street parking restrictions and Harrogate Borough Council
act as their agents within the District's boundaries, carrying out
enforcement duties on their behalf.
Parking restrictions have been introduced over the years to
help to resolve local parking issues and improve traffic flow and
road safety. Harrogate Borough Council has
introduced these restrictions, within the urban areas of Harrogate,
Knaresborough, Pannal and Burn Bridge, the agency
area. North Yorkshire County Council has
similarly introduced restrictions in the
remainder of the District.
This parking policy and the accompanying guidelines and
procedures are continually reviewed and, if necessary, amended to
reflect the ever changing demands of residents,
businesses and visitors.
Parking Policy
The Council's policy is a framework to:-
- Manage and develop the parking service to complement the
overarching transport policy set out in the Local Transport Plan,
whilst minimising the negative impact of parking on people and the
environment.
- Facilitate the free and safe movement of vehicles, cycles and
pedestrians through the promotion of traffic management measures
and the effective enforcement of parking restrictions.
- Provide, where possible, convenient and safe parking places
taking into account the needs of residents and
businesses, including the provision of disabled bays, loading bays
and other specialist parking requirements.
- Consider the needs of all road users including motor vehicle
users, cyclists, motorcyclists and pedestrians.
Special attention will be given to the parking restrictions within
close proximity of schools.
- Recognise the need to maintain the vitality and viability of
the local economy by favouring the provision of short stay parking
where appropriate.
- Ensure that parking enforcement and administration staff
receive appropriate training to enable them to carry out their
duties in an effective, competent and professional manner.
- Have in place guidelines and procedures to help and enable
staff to deal with objections to penalty charge notices in a fair
and equitable manner.
