of the following must apply:

- You must have close family (parents, children, brothers, sisters, grandparents or grandchildren) resident in Rainton with Newby for a minimum of five years; or
- You must have previously resided in Rainton with Newby for a continuous period of 10 years; or
- You must be permanently employed in Rainton with Newby.
