Many organizations use the electoral register to confirm that a person lives where they say they do. If you don't register it becomes harder to obtain personal services such as credit, bank accounts and student grants.
More than that, it will cost you (and everyone else in the District) in additional Council Tax contributions, as the Government uses the electoral register to assess the population of Harrogate. It then uses that figure when deciding how much money it grants to Harrogate to pay for key services.
Full Register - this lists everyone who has registered and is available to be viewed but is only passed on to companies entitled to under the law for the prevention and detection of crime and checking your identity when you apply for credit
