Residents' Permit Parking
Residential permits are issued to residents of Harrogate and Knaresborough who live within the controlled parking zones around the town centres.
Permits are issued within a specific zone and can only be used in that zone in order to prevent residents from one road creating parking problems in adjacent streets.
The zones in Harrogate are shown on the map below.

Proprietors of businesses within some zones may apply to buy permits to park on streets within the zone.
As there is a limited number of on-street parking spaces, there is also a limit on the number of permits which each household or business can buy. As the name of the scheme implies, priority is given to residents.
There are different types of permits:
| Household |
issued to residents and permanent residents of guest houses and hotels |
| Attendance |
issued to residents in need of care to be used by their carers |
| Business |
issued to proprietors of businesses and hotel owners who do not live on the premises |
| Doctors' |
issued to doctors with a surgery in the zone |
| Healthcare |
issued to staff in the healthcare profession whose duties require multiple visits to properties located within a residents parking zone on a regular basis |
| Exemption |
issued to GPs and police staff using unmarked vehicles whose duties require multiple visits to properties located within a residents parking zone or pay and display zone on a regular basis |
| Guest |
issued to residents and proprietors of guest houses or hotels |
When displayed your permit would give your car immunity from penalties designed to stop others parking all day in your road. They will give you the best possible chance to park near your home or business. They do not reserve any particular part of the road for your use.
The controls do not affect your access to parking or garaging on your own land (e.g. in your driveway). Certain vehicles will also be exempt, for example motorcycles, emergency vehicles and vehicles displaying the Disabled Person's badge.
Restrictions apply on Sundays and Bank Holidays in all parking areas unless otherwise stated.
