The Harrogate District Local Plan and its Selective Alteration have formed the basis of our local planning policy since their adoption in 2001 and 2004 respectively. But planning policies for Harrogate District are currently in a period of transition: the Harrogate Local Development Framework will contain policies to replace those of the Local Plan.
The commencement of the Planning & Compulsory Purchase Act 2004 saw all policies of the Local Plan (as amended in 2004) 'saved' for use up to 27 September 2007. Thereafter a Direction (122kb) issued by the Secretary of State lists those policies which can continue to be used (policies which are no longer to be used are deleted because either they duplicate other national, regional or local planning policies or because they are not needed.)
View the Local Plan (with Proposals Map/Inset Maps) in active pdf format (the Homepage pdf is 215Kb). Note that, although this is the 'saved' version (with struck through deleted policy text, it does not include the 'saved' Selective Alteration - see below for this). Note also that it has not been possible to amend the Proposals/Inset Maps to removed deleted policy annotation, although the map legends do indicate which are deleted.
If your interest is only in specific sections of the textual content of the 'saved' Local Plan Written Statement (excluding the Proposals maps), there are quick links to individual chapters and appendices, and to the 'saved' Selective Alteration, in the table below.

Only those policies from the adopted Selective Alteration contained in the 'Direction' (see top of page) are 'saved' for use from 27 September 2007. Guidance has been produced for two policies of the Selective Alteration: Development Control Guide to Policy CFX (1.2Mb) protection of Community Facilities and Development Control Guide to Policy H5 (237Kb) Affordable Housing),
The Council publishes an Annual Monitoring Report which includes the latest facts and figures on how well these documents' policies are working to control or promote various types of development. Go to our Planning Publications page under 'Policy & Plans' for the current edition.
