currently maintain approximately 300km of highways and 600km of
footways in Harrogate and Knaresborough, providing a 24 hour a day,
365 days a year emergency response service. |
The Council act as Highway Agents for North Yorkshire County
Council who are the Highway Authority, and as such has a duty to
manage and co-ordinate all works programmes that affect the highway
ie their own work, those of the utility companies (water,
electricity, gas, telecommunications), property developers and
private citizens.
To pre-empt the development of significant
defects the Council operates a pro active safety inspection regime
whereby footways and carriageways are inspected on a frequent basis
in accordance with nationally recognised guidelines. During these
inspections potentially serious defects are noted and identified
for repair prior to them becoming a hazard to pedestrians and
traffic. In fact, during the Council's Best Value Inspection by the
Audit Commission this regime was commended. However, in between
these inspections, defects can and do arise, caused either by
vehicular damage (usually lorries overruning footways), severe
weather, vandalism, poor reinstatement works by utilities or
contractors etc.
In order to assist the Council in repairing these as quickly as
possible, members of the public are encouraged to report these
instances to the Highways Maintenance Section by telephone, letter
or e-mail. Council Inspectors will then visit the site to assess
the damage. On occasions where damage has been caused by a third
party, the Council will endeavour to recharge the individuals
concerned, the repair costs.
