House to House Collections

An application for a House to House Collection to be undertaken in this District should be made on the Council's application form. 

The application form can be printed off from this link and covers two pages.  The supporting documentation you should forward with the application is detailed on the form.

You should then send all of the necessary papers to the Licensing Section - see contact details below.  If you prefer to submit them electronically, please scan all the documents and E-mail to licensing@harrogate.gov.uk

Please note that a House to House Collection Licence is also required for a collection to be undertaken business to business as well as house to house.  Direct debit solicitation (clip board collecting) house to house does need a licence, if it is to be undertaken in this District.

Collections covering a specific area lasting, say, for one day can be exempt from the need to apply to the Council for a licence.  You should, however, contact your local North Yorkshire Police station's administration section for approval and be issued with a Certificate of Exemption from the provisions of the House to House Collections Act 1939.
