Street Collections (Flag Days)
Please apply in writing to the Licensing Section if you
wish to undertake a Street Collection in this district (see
contact details below). A Street
Collection Permit is required if you intend to collect on the
public highway. Collections on private premises
are not regulated by the council.
Collecting permits are usually only given to charities
registered with the Charities Commission. You
should, therefore, apply on your charity's headed paper bearing the
Commission's registration number. If you are not
directly involved with the charity you wish to raise funds for, you
should enclose with your own letter of application a letter of
endorsement from the charity concerned.
Please send all necessary documentation to the Licensing
Section.

Street Collecting in Harrogate District
The council's current policies and procedures are:
- If your charity has not collected in this district before, you
should send supporting documentation with your letter of
application. This should include a copy of the
most recent published accounts and could also include leaflets and
other publications issued by the organisation.
It is always useful, though, to receive up-to-date publications
from long-standing applicants.
- Please apply by the end of November for a street collection
date the following year. The Council's Licensing
Committee allocates all the available collecting dates at its
meeting held in January/February. Subsequent to
that, any remaining dates are allocated by staff in Licensing
(consulting the Chair of the Licensing Committee when
necessary).
- You can collect in more than one town in the District in any
year but only on one occasion in each location.
- Only one organisation is permitted to collect in a town on a
particular date.
- The usual collecting period runs from March to October, with
only a few exceptions being made to this.
- Applications for Christmas collections in December should be
made to the Council's Highways

- Collections in Harrogate are held on a
Saturday; in Knaresborough and Ripon on either
the Saturday or Market day in any week (Wednesday and Thursday
respectively); and on request in towns such as
Boroughbridge, Pateley Bridge and Masham.
Please remember that if you are in a town centre location and
believe that bogus collectors may be operating in the area, do not
hesitate to contact Licensing on 01423 556843 during
weekday normal office hours. Staff will then
contact the local police if necessary. If the
situation occurs on a weekend, please do not hesitate to contact
the local police direct.
