Selling to the Council
Harrogate Borough Council currently spends just
over £13 million annually on goods, works and services.
Around 20% (£2.6 million) of this is already let through
competitive long term contracts. We are keen to ensure
that local businesses are aware and able to tender for Harrogate
Borough Council contracts. However,we need to put this
into perspective, As a District Council we do not provide education
or social services. In fact, the seven District Councils in
North Yorkshire (out of 22 in the Yorkshire and Humber Region) only
account for 2% of total regional procurement spend. Therefore there
are also further opportunities for local businesses to tender
for contracts with other local authorities in the
region.
The Council does not have a centralised
Procurement Department whose responsibility is to negotiate and let
contracts or make purchases on the Council's behalf. Instead
responsibility for procuring goods and services is devolved to
individual Heads of Services, except in the following areas where
we have framework agreements in place.

The Council recently renewed all Council signs following the
corporate restructure, therefore there will be limited procurement
in this area in 2008.

@UK plc Improvements To The Way We Do Business
Harrogate Borough Council along with the six other North
Yorkshire Districts and North Yorkshire County Council are in the
process of implementing an e-procurement strategy. This will enable
our staff to electronically order the goods and services required
for the day to day running of our services from our suppliers and
will be our preferred method of doing business. The ordering system
will be provided by our e-commerce partner @UK plc.
