Current Supplier Arrangements

Framework Agreements

Harrogate Borough Council Has access to a number of different framework agreements:

• Printing - The Council has access to a framework agreement put in place by North Yorkshire County Council, which runs from May 2006 until May 2010.

• Travel & Accommodation - The Council has access to a North Yorkshire County Council framework agreement. This framework agreement is reviewed each year to ensure the value is not over the EU threshold.

• Temporary and Agency staff - The Council reviewed its temporary and agency staffing requirements in 2006. The result of this review is that the Council opted to use the Leeds City Council Framework Agreement. The Government is very keen to encourage collaborative working between public sector organisations in order to make efficiency savings and as such this framework agreement is open to all 22 Yorkshire and Humberside Councils with Leeds being the host Council.

Although Harrogate Borough Council has chosen to use the framework agreement it is very keen to support the local economy. As such the Council has negotiated with suppliers that are local to the district using the framework agreement for benchmarking commission rates.

The Leeds City Council Framework Agreement was let for a period of two years from 1^st April 2006 with the option to extend for a further two years to 31^st March 2010. Leeds City Council have recently extended the Framework Agreement for one year and so the Council will continue with its current arrangements.

• Multi functional devices - The Council is currently implementing new multi functional devices through a framework agreement put in place by Yorkshire Purchasing Organisation (YPO) . YPO is a supplies organisation dealing with Schools, Local Government, Registered Charities and certain Voluntary Organisations. A competitive process has been followed through the use of the YPO framework agreement through the Office of Government Commerce (OGC). The earliest the Council will review these arrangements is 2011.

Stationery

The Council currently has a Service Level Agreement in place with The OFFICE Jespers and as such the Council buys all its stationery from The OFFICE Jespers.
