Department Of Community Services - Housing
Harrogate Borough Council maintains and improves a
housing stock of approximately 4000 homes. As well as carrying out
reactive repairs we also annually service and maintain all domestic
gas installations and carry out
improvement works in line with our Asset Management
strategy that aims to deliver the Government's Decent Home Standard
by 2010. An options appraisal was undertaken in 2004 and our
tenants expressed a preference for stock retention, which
demonstrates tenants' satisfaction with the high level of
maintenance and quality of service our contractors
provide.

How did we procure this work?
The responsive repair, gas service and roofing contracts were
advertised in the Official Journal of the European Union, (OJEU),
in accordance with European Public Procurement
policy. All the Council's procurement of
"Supplies" or "Services" contracts with a lifetime value greater
than £144,371 (€137,000) must be tendered
in this way. The threshold value for "Works"
contracts is £3,611,319 (€5,278,000).
All OJEU advertised contracts are awarded using a best value
approach, which considers the costs presented in the tenders but
weighs this against other criteria important to the work or service
being tendered and which may add value to a contractor's
proposals. These judgement criteria are
publicised as part of the tender documents together the with
weightings they would be given in the tender evaluation
process.
All other work is awarded using a mixture of formal tenders
and quotation requests in line with the Council's financial
regulations, judged using both best value and lowest price methods
as deemed appropriate. Contractors are drawn
from locally held lists, specialist contractor lists for
pre-tendered suppliers and on occasion from Constructionline
lists.
