Department Of Development Services - Highways
The Highways/Traffic Sections of the Division are responsible
for the maintenance of the road and footways within the Agency Area
of Harrogate and Knaresborough. Harrogate
Borough Council act as Agents for North Yorkshire County Council
who are the Highway Authority. The work includes
the procurement of a range of construction and professional
services associated with maintaining the highway
infrastructure.

How we Procure this Work
Highway/Traffic/Street Lighting Services
General maintenance works with an estimated value not
exceeding £10k are undertaken via a Measured Term Maintenance
Contract, currently operating from 2002-2009, with an option to
extend to 2013.
Works of a specific nature are procured on a on-off basis
using the Council's Quotation procedures.
Works with an estimated value exceeding £10k are
procured using the Council's Quotation or Tendering procedures (as
appropriate), with contractors selected on a rotational basis from
Standing Lists held by the division.
The Division maintains lists for the most frequently used
services, namely:
- General Highways Works up to £350k in value
- Carriageway Planing and Resurfacing up to £300k in
value
- Footway Slurry Seal/Retread up to £150k in value
Lists are not maintained for other specialist services, tender
lists being drawn up on a one-off basis as required.
Professional Consultancy Services
Lists are not maintained as all consultancy works are carried
out are of a specialist nature, therefore quotation/tender lists
are drawn up on a one-off basis subject to the previous knowledge
and special expertise of the consultant on the specific project
required.
Authorisation is also sought from the Executive Member for
Single Tendering if appropriate.
Vetting Process
All new applicants wishing to be considered for providing transport
services must be registered on Constructiononline and the
Contractor's Health & Safety Assessment Scheme
(CHAS).
Small companies with a proven track record of working for the
Council are allowed to continue to do so without registration,
subject to satisfactory technical and financial checks being
undertaken, as appropriate.
