The 4 year review (2007-11) of all 52 conservation areas in Harrogate District includes workshops with locals and amenity groups to help produce draft Appraisals.  Consultation is an essential element and the Council invites comment on draft Appraisals - comments are analysed and may lead to changes in an Appraisal document and/or a Conservation Area boundary.  Adopted Appraisals will suprecede the current Conservation Area Designation Statements (edited versions of which form the leaflets available to download from the table below).
 

Conservation Areas

nb: Apart from recently adopted Conservation Area Appraisals, the Conservation Area leaflets in the table below were published in 1995.  All 52 of the District's Conservation Areas will be reviewed between 2007 and 2011*.   When adopted they will replace the 1995 leaflet in this table, their adoption date will be emphasised by red text.
 
(*Consultation has taken place already for the draft Appraisals for: Follifoot  (3.0Mb), Green Hammerton (3.1Mb), Hampsthwaite (3.7Mb), Knaresborough - Part A (8Mb) and Part B(8Mb), Ramsgill (3.3Mb), Goldsborough (3.7Mb), Masham (4.4Mb), Ripon - Part A(7.0Mb) and Part B(9.8Mb) Roecliffe and Pateley Bridge (5.8Mb).  The Conservation & Design Team will consider all comments in recommending any amendments to the Appraisals.  Once approved by the Cabinet Member, the Appraisals will be available to download from coloured cells in the main table below.)
 
Designated by the Council, Conservation Areas are principally concerned with the man-made environment and are usually identified in built-up areas (conservation in terms of the natural environment is dealt with elswhere on the website).  Designation gives an area more protection against "insensitive" development or redevelopment.  Conservation Areas range from the large part of the Victorian centre of Harrogate, 512 hectares (ha) down to small rural hamlets like Middlesmoor (2 ha) and the model villages of Ripley (16 ha) and Baldersby St James (3 ha). 
 
Harrogate District has 52 Conservation Areas, each with a 'Designation Statement'.  Leaflets based on an edited version of the Statement are available to download from the following table: each includes a brief history, architectural analysis, simplified map of the Conservation Area, details of additional controls upon development/ restoration/ renovation and potential grant assistance.  There are also 'map only' pictures (jpegs) of the Conservation Areas (showing listed buildings* and Ancient Monuments). *nb. These maps were created with the best information at the time of publication but should not be considered of proof of listing - buildings may be 'spot listed' at any time in the future - contact English Heritage to get a definitive answer.   For more details on a Conservation Area contact us on tel. Conservation Areas and development/demolition

Listed buildings and buildings (& trees) within Conservation Areas enjoy additional planning protection.  Go to our Planning Application Forms page to get a 'Listed Buildings Consent Form', 'Conservation Area Consent Form' or a form for 'Notice of Intent to Carry Out Tree Work Within A Conservation Area'.

Article 4 Direction made to restrict painting of buildings in Harrogate Conservation Area

On 9 Dec 2005, the Council made a Direction (under the General Permitted Development Order 1995) so that anyone wishing to paint any previously unpainted walling, whether stone, brick or render (or repainting walls in a different colour) in Harrogate Conservation Area* must apply for Planning permission.  This includes the principal building, any outbuildings and boundary walls.  The Direction was approved by the Office of the Deputy Prime Minister on 7 April 2006.  *(there are certain exclusions - commercial area of Waterloo Street/Chatsworth Road and the residential areas of High Harrogate, Wheatlands, and the western and northern parts of the Duchy Estate.)  This measure was taken to stem an increasing incidence of property owners in the Conservation Area painting their properties' facades which both the Council and Harrogate Civic Society consider to be detrimental to the building's architectural appeal and the appearance of the Conservation Area in general.  Download and read the Article 4 Direction document (1.9Mb including map).  For more information on this contact tel.
