Methods of Payment

To pay for your Planning or Building Control application by debit or credit card* please go to Easypayselect the appropriate service and note your receipt number and transaction date on your application form, or enclose a copy of your receipt. 

*Debit cards carry no surcharge.  Credit cards carry a surcharge of 1.5% to cover what the Council is charged by the credit card companies for processing credit card payments.

Local Validation Criteria

From 6th April 2008 our Local Validation Criteria manual applies to all planning applications.  It explains what information is needed at the start of the planning process to help us register your application (different applications require different kinds of information). You should refer to this document before submitting your application.

NB although these forms allow you to type text into some fields they are not designed for this purpose and their formatting may not allow you to use them fully in this way. Please use the Planning Portal for electronic submissions.

4 copies of the forms must be submitted and most applications require a fee.

ii Design and Access Statement (page link) Required from 10 Aug 2006, a Statement to explain the process which has led to the development proposal and to justify its design in a structured way.
iii Provision of Open Space in Connection with New Housing Development SPD 2006 (updated 2010) (220kb).  A Guide for Developers.  Applies to all applications for new residential development that result in a net gain in residential units.
iv Provision for Village Halls in connection with New Housing Development SPD 2006 (updated 2010)(280kb)   A Guide for Developers. Applies to all applications for new residential development in the District's rural areas that result in a net gain in residential units.
v Requirements for pre-application community involvement as set out in a summary leaflet (57kb). Developers are now required to undertake community involvement for significant planning applications.
vi a leaflet about The Disability Discrimination Act 1995 (128kb)based upon one published by the Disability Rights Commission The Act applies to you if you provide goods or services to the public.
vii Affordable Housing  - Planning Guidance for Developers and Planners (1.8Mb) to be read in conjunction with: Related to affordable housing planning policies contained in the Harrogate District Local Plan (as adopted 2001 and altered 2004)
viii Affordable Housing pro forma (200kb) 1 copy of this form must be submitted with any planning application which generates an affordable housing requirement under the Harrogate District Local Plan's affordable housing planning policies. It must be countersigned by the Council's Housing Development Officer before the planning application is submitted.
Fee of  £110 required.
ix 'Extra Care Housing Proposal pro forma + Precedent Extra Care Accommodation Unilateral Undertaking' (42kb) 1 completed copy of this pro forma must be submitted with any planning application for 'extra care' or 'close care' housing.  Unless box 3 of the pro forma is ticked, 1 completed copy of the 'Unilateral Undertaking' must also be submitted with any such planning application.
x Protected Species, Wildlife and Habitats guidance notes 2011 (1.4M) Many types of planning application require the submission of the Tables 1 & 2 in this document to ensure that Biodiversity has been considered - and in some cases an Ecological Survey and Assessment is required.

These are three new validation certificates that require completion prior to submission of any planning applications as a result of the operation of Policies TRA1 and EQ1 of the Local Development Framework, Core Strategy.

We strongly recommend that you submit this form to get an official decision on whether your own domestic project requires the following permissions:

  • Planning
  • Building Regulations
  • Listed Building consent
  • Conservation Area consent for demolition

R Chimney Height application form Any commercial or industrial boiler or furnace needs prior approval for the height of the chimney. This is based on the type and amount of pollutants coming out of that chimney. Contact Environmental Protection for enquires.

Hazardous Substance Consent Form 2 - Change of Location/Control (78KB)

Please ensure that you send us the following relevant information: 
  • The form opposite
  • A site map (The site map shall be a map reproduced from, or based upon, an Ordnance Survey map with a scale of not less than 1 to 10,000 which identifies the land to which the application relates and shows National Grid lines and reference numbers). The map must show the location of the site in relation to the surrounding population.
  • Substance location plan clearly showing the location of the hazardous substances on site. (Tables B, and C or/and D of the form should be completed to indicate location and storage details) The substance location plan shall be a plan of the land to which the application relates, drawn to a scale of not less than 1 to 2,500 which identifies
    • (a) any area of the site intended to be used for the storage of the substance;
    • (b) where the substance is to be used in a manufacturing, treatment or other industrial process, the location of the major items of plant involved in that process in which the substance will be present; and
    • (c) access points to and from the land.

Applications for change of location/control

  • Where relevant to a change, a change of location/control plan and particulars of the relevant consent.
  • a change of location plan shall identify the location of the hazardous substance at the date of the application for the change, and the proposed location requiring the application
  • the change of control plan shall identify each area of the site under separate control after the proposed change of control
  • particulars of he relevant consent shall be a copy of the consent or relevant claim or relevant direction (as appropriate)

Additional detail

  • The application form should include the applicants full address
  • Full site address including post code or grid reference
  • Ensure table A is completed with names or categories of substances and quantities
