Leaseholders

If you buy a council flat or maisonette from us through the right to buy scheme, or from a previous owner, you become a leaseholder.

This means you've bought a leasehold interest in your home and we own the freehold. Your lease is a legal document and sets out the rights and responsibilities of both parties, including your responsibility to repair and maintain the property and pay the service charges.

Leasehold panel

Leaseholders can have a say in housing matters that affect them, such as service charges and communal areas, by joining the leasehold panel, which meets annually with senior managers. Find out more about how you can become involved.

Ways to pay your service charge

If you are a leaseholder there are four easy ways to pay your service charges. Please remember to have your payment reference number and debit card details ready.

  1. Automated telephone - please ring 01423 556174 (24 hours). When prompted, select 'Pay council house rent'
     
  2. Online - please follow the instructions below:
    Payments
    From the drop down menu against 'please select … under 'Type of payment’, select 'Council house rent'
    Type in your 10 digit payment reference in the box under 'Rent reference
    Type in the amount you wish to pay in the box under 'Amount to pay
    Click on 'Add'
    Follow the screen prompts to make your payment
     
  3. Direct from your bank - payment should be made to sort code 62-31-10, bank account number: 00000000, giving your payment reference number as the reference name
     
  4. Direct debit - this enables us to collect monthly instalments direct from your bank account. Download a copy of the direct debit form, complete and sign this and post to Income Management, Harrogate Borough Council, PO Box 787, Harrogate, HG1 9RW
