Caravan and camping site licences

For a caravan site, first contact our planning department at dds-planningenquiries@harrogate.gov.uk, or call 01423 500600, as you may need planning permission.

If you allow your land to be used as a camping site by the public for more than 42 days consecutively, or 60 days in a year, you need a licence from us.

Apply for a licence

Fill in the Caravan and Camping Site licence application form and send it to us. There's no fee. You must have planning permission before you apply for the licence. The application should be accompanied by a site plan, showing the layout of roads, caravans and facilities. If successful, you should receive your licence within 60 days.

  • 4 to 20 homes - application fee £388.00

  • hourly rate for enforcement - application fee £46.00
  • depositing site rules - application fee £46.00

Touring caravan exemption

Exemptions from the need for a touring caravan site licence can be obtained from Natural England.

The Mobile Homes (Requirement for Manager of Site to be Fit and Proper Person) (England) Regulations 2020 ("the Regulations") introduces a fit and proper person test for mobile home site owners or the person appointed to manage the site.
