Community Governance Review for Pannal and Burn Bridge

We conducted a community governance review after receiving a petition calling for the creation of a parish council for Pannal and Burn Bridge.

Following consultation, the decision to go ahead was given by full council in October 2015 and the first elections for the new Pannal and Burn Bridge Parish Council were held in May.

Reasons for the decision to create the parish council

It was felt that a parish council would add value to the community of Pannal and Burn Bridge, delivering services that the borough and county councils weren't able to provide, enabling other sources of funding to be accessed and helping with the delivery of the community-led action plan.

Pannal and Burn Bridge was a clearly defined community, separate from Harrogate town, with its own identity and the creation of a parish council would enhance community cohesion. There was a solid base of support in the community for a parish council, which would ensure its success and this was demonstrated in the response to the public consultation.
