Community Governance Review for Ripon and Knaresborough

Harrogate Borough Council conducted a Community Governance Review of Ripon City Council and Knaresborough Town Council following the electoral review of Harrogate Borough Council which has recently been carried out by the Local Government Boundary Commission for England (LGBCE). The final recommendations of the electoral review were published on 6 December 2016 and included changes to the district and parish ward boundaries in Ripon and Knaresborough.

Under the proposals the number of district wards in Ripon and Knaresborough will change from three to four in both parishes, and as a consequence the parish ward boundaries will change as they must align with the district ward boundaries. As Ripon City Council and Knaresborough Town Council currently have 15 councillors each, there would be an uneven allocation of councillors to each parish ward and a Community Governance Review would seek to assess whether this was the best arrangement for the parish councils.

As a result a Community Governance Review is required to consider the electoral arrangements for Ripon City Council and Knaresborough Town Council in accordance with the provisions of the Local Government and Public Involvement in Health Act 2007.

The Terms of Reference for the review were agreed at full council on 7 December 2016 and can be accessed on the link below. The timetable for the review is set out below. Final proposals were considered by full council on 13 December 2017 and the first elections under the new arrangements will take place on 3 May 2018.

Outcome of Community Governance Review

That three councillors be elected for each of the four wards for Ripon City Council, giving a total of 12 members.

That three councillors be elected for each of the four wards for Knaresborough Town Council, giving a total of 12 members.
